Not a lot of information to go off. Are you a Cinema customer? Have you activated Paramount Plus as per the instructions here:

If yes, are you seeing an error, what's the problem specifically?

Yes I'm a cinema customer with netflix also but the paramount +app will not open although it says I subscribe

What do you mean when you say "will not open"? Can you explain what actually happens?
Have you tried rebooting your Sky Stream puck by unplugging it for a couple of minutes?
