I bought Sky but got one device   I thought I would get two devices?

Only if you actually ordered a content subscription with the Whole Home add-on plus two Stream 'pucks' (or a Glass TV set with Whole Home and a puck)

 

'Whole Home' is a marketing name rather than an literal promise.

@Clubberdid you order sky stream? If so you would also have needed to add the whole home subscription pack to your and another puck,your first puck should be free with additional pucks costing £39.99 (I believe) Any pucks recieved remain the property of sky and must be returned if you cancel your subscription the £39.99 cost is an activation fee not you buying the puck

You don't actually buy it! You take out a subscription for Sky tv and a puck/pucks are loaned to you.  When you cancel your subscription then you have to return the puck/pucks. @Clubber

Why did you think you would get two Pucks .... or do mean you would get a router for BB and a Puck for TV?
