Can I get subtitles on my Playlist programmes? I am deaf.

In addition to the advice above, it's worth noting that the subtitles will need to be turned on in each of the on-demand apps you are watching shows on. Using the subtitles setting on the Sky stream puck will turn subtitles on for live channels and content being watched on-demand from Skys own servers (so Sky content and any cloud recording playbacks).
So if you also watch shows on say BBc IPlayer app or ITV X these need to be turned on separately for each app on your sky stream.

Yes although it's content dependent. See: https://www.sky.com/help/articles/accessibility-settings-sky-glass for general info and https://www.sky.com/help/articles/enabling-subtitles for info on Turning them on.

I'm not deaf but I prefer to have subtitles on. The young adult in the house ALWAYS has subtitles on, where available.
I've had mixed experiences with Sky Stream. Most older shows have subtitles available. Newer shows can be hit and miss unfortunately, with no subtitles available for maybe half of the time I go looking for them.

Subtitles should be available across all channels/platforms/streams . Why do so many companies think the deaf are unimportant.

As the parent of a hearing-aid user I'd agree in principle, but note that Ofcom doesn't actually require 100% coverage apart from the BBC.
