I've been offered a free movie for v I p membership. Can I watch it over and over again?

It should be a Buy and Keep one. So when logging into the Sky Store website here if these films appear as £0.00 then you can go ahead and "purchase" one:

https://www.skystore.com/n/mvse/all-offers/sky-vip-welcome-gift

Assuming it's a "Buy and Keep" movie then yes.
