@Toonman66 If the Static has its own address then Sky would be able to install Sky Q for you and give you an account for your static.
To make full use of the Q box and to watch netflix or if you were thinking about Sky stream you would need broadband of some description as well, whether this is by one of the major broadband providers or by way of 4G/5G.
If you are not getting a reliable signal then Sky Stream won't work, Netfix will possibly work if you can get a signal but may be flakey/buffering and Sky Q you would not be able to use catchup or the red button services
