I think ' To use voice make sure you are connected to broadband' is a message regarding Voice Control, not Subtitles.

Re: To use voice make sure you are connected to broadband
Press ? (question mark) on your Sky Q remote, or the Subtitles button on your Sky Q Accessibility remote.
Press the Select button to toggle between Off and any available languages.
Subtitles will turn off again once you change the channel.
You can also toggle subtitles on and off within recordings.
To permanently turn on subtitles for all channels on Sky:
Press Home on your Sky remote.
Select Settings then Accessibility.
Select Subtitles and press select to toggle the setting between On and Off
