The solution is to turn off CEC control in the Apple menu.

 

Settings->Remote and Devices->Control TV's and Receivers set this to off.

 

It was On.

Loewe Bild 7.55 OLED TV; Sky Q 2Gb; Arcam AVR21 AVR; B&W CM4 / CMC / 702 / 663 speakers, Oppo UHD203 player, AppleTV.
