Slow or no downloads

I'm constantly getting the message "sorry because of technical issues your currently experiencing a limited service"  when it can start a download it's very slow or just stops mid downloadif I go into settings I can see the internet is cutting in and out

im on full fibre and the router is 10 ft from the main sky Q box I can see in airport utility that WiFi is strong and constant no issues on any other device,  I'm getting 32 to 46 dbm at 146 mbs download
