Sky dish is not providing a signal

The dish is not picking up a signal the next door neighbours have had a new roof fitted and I believe thy have moved the dish on our property

You'll need to ring Sky to book an engineer to come and check the dish alignment. You can use the Sky Go app in the meantime to watch Sky content.

That would be very naughty of the neighbours or more likely their workmen but unless you have proof then I'd leave well alone and just arrange the engineer.
