Sky box saying fault on chip card reader, how do I get urgent engineer help.

Subscription television is not 'urgent'.
You'll need to report the issue to Sky, and they'll probably want to swap out either the card, the main Q box or both: this isn't likely to be something an 'engineer' can do anything about
