If you've redeemed other Apple TV+ codes from other sources (such as Barclaycard, Currys or Roku) then there is a limit on the number of times you can get the service for free by using them. Otherwise everyone would just go around repeatedly using free codes and Apple would make no money from subscriptions at all!
The way round it is to have someone else in your household (who has an Apple ID) activate the code and to setup Apple Family Sharing. If you do this then your family member can share their own free trial of Apple TV+ with you.
