He still has his account is amazon fire stick a possibility

You'd need to cancel his existing account and start a NOW TV subscription to get Sky channels via a Firestick. 
Alternatively, change his existing Sky account to a Sky Stream account and get a Stream puck. Be warned though, it relies entirely on having fast and stable broadband which the care home may not have.

Yes, via the NOW app. It's owned and run by Sky but has a different subscription model to Sky Q, Glass and Stream.

As @SlenderRobert indicates, you should check the residence permits such use and has enough bandwidth.

I'd say it's very unclear how the Sky sales system would treat a Stream order at such an address, particularly once one user was in place.
