Typically the responsibility for that would be between the promotors, the venue, the local company employed to do the video capture and processing (which isn't necessarily straightforward in real time) and the worldwide distributors.  While UHD may enhance the customer experience, it also puts extra strain, and therefore potential unreliability, onto the whole process, and those involved may prefer to play it safe with the lower resolution.
