No - Live channels on SKY Q are delivered via Satellite - although recently SKy Sports + alternate matches/tournaments are now via an app using the internet

SKY Q uses Internet for downloads (catch up / On demand) & for apps 

 

The alternate product SKY Stream (& Glass TV) use internet only

As @nigea99 indicates, Q is still fundamentally a satellite television platform, and a main Q box will not work long-term without a satellite signal even if  only on-demand consumption is desired.
