You only need to downgrade afterwards if you no longer want to keep at the premium tier.
You benefit from the reduction in cost by the £5.99 it would cost for the Basic with Ads tier (resulting in the cost of premium being only £9)
The current process seems to only transfer at your existing tier which, probably, most customers wish to do (rather than downgrade at the time of transfer)

I would see if you can clear all your cookies on the phone browser in case something is buggered up. Then start again.

Why do we even need to add card details? I assumed the cost would just be added to my Sky bill, as with Netflix.

@RemindersPlease Netflix is different to the other app subscriptions partly due to when the partnership happened.
Newer App subscriptions are handled through SKY Marketplace which is a separate accounting system, which allows users to upgrade & downgrade online

Good news I have a fix.
After multiple phone calls and live chats mine is now working. Steps to follow -
Go to my sky app
Click TV
Go to app subscriptions
Select Disney
View tier
As a previous premium customer I only had the £5.99 reduction offering me premium for £9
Selected the premium. Entered my card details as you no longer pay as part it your bill.
Entered Disney email and password.
Then went back to app subscriptions and selected downgrade to free version with ads.
Only downside with this option is I have to pay one month of £9. Which is better than £14.99, but free version kicks in on 03.05 for me.
We now have a working Disney plus. I'm happy, wife is happy and so are the kids

Heard nothing from sky ! & even though Tech support told me my issue wasn't connected with my "Deactivating" Disney account I contacted Disney direct ..
She explained it have everything do with me deactivating the account .. within misutes reactivated & eatching Disney!!!!

It's not a fix as such, they're just following advice from another user to activate it on Sky which will pull through their premium sub from Disney and to then downgrade via their Sky account (if required).

When I try to link Sky+ to my existing Disney+ account I get an error on the Disney + side as I use a different email address for Disney+:
Error Code: 1026 - AUTH_SERVICE_INIT_FAILURE
