@B1965 as @Doc5907 says, yes you can switch to stream whilst in contract but you will only be offered an 18 month contract with stream and not a monthly contract

Specifically to prevent subscribers within a minimum term on Q from being able to swap to monthly Stream and then cancel Sky television without paying an early exit penalty. That was an initial loophole which got firmly closed.
