Can’t reconnect sky q mini box

After a satellite outage our sky q mini box won't start. After following all instructions it gets stuck at steps 2 to 4 where we are told to press the appropriate button on the mini box until it flashes but it is already flashing an orange light and after numerous attempts we continue to progress no further

Are you pressing the pairing button on the main Sky Q box or another mini to pair it up?
