I think it needs initial authorisation via the internet , although I think the engineers may  be able to do this by tethering a phone.

After that it is  theoretically possible to use a main box on its own (minis definitely neeed access) but in reality it would be extremely restricted - it is not really designed to function without an internet connection as any access to catch up & on demand requires it
