i am going to cancel my mobile contract as have had no service in saltdean for 3 weeks noww. very poor service from sky.when contacted was told be on by end of week but nothind hapens have now gone on to 3 mobile works fine.

As long as they are providing a mobile signal in the majority of places then they meet the terms of their contracts. They may let you leave penalty free but they don't have to.

Thay are not providing a serviceas I have NO signal on skynow for 3 weeks. and they are in breach of there contract so there would be no penalty if I left.

As above, a signal is not guaranteed everywhere all the time. But go ahead and contact them and see if they will release you without early termination charges.
See clauses 3.17 and 3.18 of your contract and particularly 8.6

You cannot use OfCom dispute resolution until you've exhausted Sky's complaint procedure.
