iPhone never connects to networks overseas

We both have an iPhone, mine is 5yrs old, works perfectly overseas, as soon as we land it pings saying 'welcome to wherever'.

My husband's phone is a year old. It never works. His previous phone didn't work. My SIM worked in his phone. His new SIM didn't work. EVERY SINGLE SETTING IS CORRECT. There are no restrictions on his phone. Have Sky placed an unknown restriction on his phone? There has to be an explanation. I changed out the SIM for an eSIM - still didnt work. Would one of these independent eSIM providers be the solution? Is it the phone? Between Sky and Apple there's a problem

Did you make sure this setting is set to abroad:

 

Settings > Mobile Data > SIM Applications > Make sure this is set to abroad.

I did say every single setting is correct. Also 'abroard' isn't on the settings list. It's 'automatic'

Spend Cap on the specific SIM?

I am just another Sky customer and my views are my own even if you don't like the answers
