VIP allows for new sim at a low cost. But why can’t I upgrade original sim for same cost.

This is because the VIP offer only applies to a new sim that is ordered.You could try calling Sky tomorrow to see if they will apply this offer to the sim you already have but they are under no obligation to do so.
