Using phone as hotspot whilst roaming in France

I'm going to set my phone to "roaming" whilst I'm in france, using the £2 a day set up allowing me to use my saved up piggy bank. Will my partner be able  to turn roaming off,  connect to my phone and make whatsapp, & FB messenger calls using my data? and can I connect my ipad to it as a hotspot? (I know my parther won't be able to make wifi calls connected to mine whilst abroad, as that functionality is blocked).

Your partner should be able to do this but if they leave roaming/data turned on via their device then the £2 charge will kick in for them. You should also be able to connect your IPad but remember data wise you are restricted to your whatever your usual data package is.
