Unblock phone to a different provider

I have an old Sky mobile, bought from Sky. Will Sky unblock it to work with a Tesco PAYG SIM?

All mobiles provided by Sky are unlocked to any network.

They're unblocked when they're new, but are they locked to Sky once they've been used on the Sky network?
