Unable to make calls, get a prerecord message youve dialed an incorrect number

I am unable to make call, I get a prerecorded message : you've dialed an incorrect number. 

Iv try to ring many contacts and still getting the sam. Iv seen this has before to folk. 

I can do everything else, use data, send messages
