Unable to call the UK whilst in Turkey

Hello,

I am currently in Turkey and I am unable to call the UK. I am getting a 'sorry the call can not be continued?

I am dialing the correct number with +44 at the start.

I am able to use data and send text messages but I can't call.

To note data roaming and mobile data is on.

I have also attempted to select a network as opposed it automatically dl it. I have also restarted my phone.

Same problem in Italy except more urgent as I need to contact my bank
