Tunisia, best way to avoid mobile charges

My son has a sky mobile sim. We're travelling on holiday to Tunisia. If he switches off roaming and connects to hotel wifi would that help keep costs low? Any suggestions to keep him online with low cost to me greatly appreciated.

Personally, I'd remove the SIM from the phone.

 

It's a rest of world location where a gig of data costs £4,320.  (Yes, 4 THOUSAND POUNDS)

Wow 😮 £4000?!  So if I remove the sim and he connects to the hotel's wifi would that then let him use his apps? Get on YouTube?

Yes.

 

The SIM only enables cellular connectivity.

Does your phone need to be unlocked to be able to put a SIM card from Tunisia in. 
We travel tomorrow and only just found out the prices 😰. My youngest daughter is type 1 diabetic so I need to be able to access data to check her glucose levels

Yes, but if you bought it from Sky then it isn't network locked,
