Trying to purchase a mobile but get services restricted

Hi there, 

I am trying to purchase a new phone (already have an iPad and looking to purchase a new iPhone). 

Whenever I click on any link I'm told services are restricted. I've paid my bill on time each month, and the virtual assistant points me to the bills page, which tells me I don't owe anything.
