Text not delivering

Hi

My text messages are not being delivered. 

I need to be able to contact my carer by text.

Help how I can resolve

Is it just the text messages to the carer that are not been delivered or can you not text anyone and what is happening when you do send the text ?

I think it might be, as I reboot again and messages getting through.
