Speaking to customer service

Folks, my father is disabled and in a home. His mobile is a lifeline but Sky have cut him off, reasons unknown. Does anyone have the secret formula to speak to an agent?  The sky's swering service is set up to either allow me to spend money or it trips to thanking me for calling. I am going round in circles. 
so, I can't call on his phone because it doesn't work. I don't know his security details. I need to speak to a human. 
Any ideas?

Sky won't talk to you about his account if you don't know the telephone password nor if the account is behind with payments. 

Restrictions of services are automatic and are only applied due to a missed payment/s.

What is happening when he tries to make a call, if he isn't behind with his billing have you checked here for any mast issues:
