There have been reported issues in countries like this for a while now so all you can do is to make sure you have a spend cap set that covers you stay and also that your phone is set to abroad.
Apple:
Settings > Mobile Service > SIM Applications > Make sure this is set to Abroad.
Android:
Sky Menu App or SIM toolkit > Roaming > Make sure this is set to Abroad.
