Services are currently being restricted / Account Blocked

Hi

 

I am trying to do an upgrade on my mobile but when I try to do this through the app and on a web browser it say's my services are restricted, it then says my account is blocked and brings me to  a page to pay outstanding bills. However, I don't have any outstanding bills to pay.

 

Can someone help?
