Sending back an iPhone 17

I upgraded my son's phone for him and was sent an iPhone 17. A couple of days after first use it updated and stopped working. I contacted sky and they sent out a replacement and packaging to return the faulty phone. In the meantime the first phone started working and my son continued to use it. I returned the unopened new phone to sky. They contacted me, said it would need to be returned to me and then returned to them again as the imei number needed to match the return. Fine with me. They then needed to send me out packaging for the second phone to return it. It never came. 
I have now rung sky 4 times to get this returns label and packaging sent out and have been told it is coming 4 further times. I'm still paying for a second handset that I neither want or need and it's been months.

Any advice?
