Overcharging on international saver

I have international saver on my account. I thought that would make calls 5p per minute. I made three calls to Switzerland, the longest of which was under 20 seconds. I have been charged £3.50 for each very short call. Does anyone know why that would be? Is £3.50 a minimum call charge even with International Saver?

The 5p rate only applies to geographic and mobile numbers.  Was this the case?

Thanks. I have found that Switzerland is not included in the list of countries in the  International Saver deal.
