Not receiving OTP for PayPal

Does anyone know how I sort out an issue with not receiving a OTP from PayPal.  I've contacted them and they say it's a problem with the provider blocking the texts from PayPal?

The only way to get this looked into will be by calling Sky and the number to call them on is just 150.
