No service in Germany

I have arrived in Germany and my phone has no service. I have tried to connect to the satellite and have turned my phone off and back on again multiple times. I have a spend cap of 45£ on but I don't see how this would be an issue as this hasn't been passed?

Make sure this setting is set to abroad:

 

Apple:

Settings > Mobile Data > SIM Applications > Make sure this is set to abroad.

 

Android:

Sky Menu App or SIM toolkit > Roaming > Make sure this is set to abroad.

 

That apart have you tried searching for other networks to see if your device will connect and then work ?
