New phone won’t connect to iCloud

I upgraded my phone through Sky. New iPhone 16 arrived yesterday however I can't get it set up. If I try to set up using another device (my current phone) it doesn't connect/register when I bring them close together. If I click 'set up without another device' and log directly into my iCloud, the little spiral of doom just goes round & round & nothing happens. Any ideas? TIA.
