Pay my bill two time and it still not active

Are you saying your phone was suspended due to a bill not being paid, if so you will need to setup a payment method like a credit/debit card or a direct debit on your account. You will also need to wait until the payment you made has been cleared by the banks as this does not usually happen until Monday at the earliest.
