Having trouble withoutgoing calls to one person it rings twice and then goes straight to voicemail but calls goes through fine when my number is withheld neither of us on has blocked each other so can't understand why

I would suggest the issue is at this other persons end so to start with have they investigated it and at the very least have they spoken to their provider.
