Is UK and EU roaming and data actually unlimited with an Irish 'unlimited' data plan?

I am about to take out an Irish bill pay plan with sky and was wondering if the unlimited plan actually has unlimited data usage in the uk and eu or if I will incure extra charges as a will b ein the uk for a lot of the year,

I believe it's 'unlimited' within the subscription country but there's now a 25GB 'fair use' limit per month when roaming.  This is for use in Europe: it's unclear if the same applies in the UK.
