Not sure what restriction you have lifted so are you using a spend cap as although you don't have to to if you do it needs to be high enough for his stay.
His his phone set to abroad:
Apple:
Settings > Mobile Service > SIM Applications > Make sure this is set to Abroad.
Android:
Sky Menu App or SIM toolkit > Roaming > Make sure this is set to Abroad.
Is the phone compatible with something called VoLTE Roaming, also known as 4G Calling abroad:
