In USA being charged for calls made within USA despite using £2 a day roaming charge

I'm in the USA and had to ring car rental as we broke down.  Ringing inside of USA and I've been charged my £2 roaming fee ...I've also been charged £45 for two phones calls?!  

thought you could use uk data on roaming charges

The £2 charge gives access to your normal UK package.  You can call UK numbers within that.

 

Calling US numbers are considered International calls.

I am just another Sky customer and my views are my own even if you don't like the answers
