I’ve paid off my mobile devices but can’t upgrade

Why can't I upgrade when I've paid of returned 3 devices 

yet they say I am maxed out

If you have paid off all your devices in full then it is to late to upgrade as you can only do this when you are still paying for them but as long as you pass the credit checks there is nothing from stopping you from ordering a new device.
