I phone locked

Hi there my iPhone is locked is says I phone locked to owner but don't know iCloud password can you unlock my phone

No-one can do that: Apple is famously protective of its users security.  If you don't have a viable recovery method then the only option is to wipe and start again, with all user data on the device being erased.
