I have a sly sim card and random numbers keep ringing and not speaking just heavy breathing down the phone is the anything I can do a bout it

In short no - these are spoof calls received by everyone.

I do hang up I just get loads everyday and nobody has this number or anything

They are looking for a reaction from the recipient. Just hang up without saying anything. They'll soon get fed up.
