I have removed my roaming spend cap. 5hours ago. It stated this might take a few minutes. Still can't go online or use my data. Please help

I removed my spend cap 3 days ago and still get message saying spend cap has been reached.
Rebooted phone many times any suggestions?

I turned it off. before I did that I tried setting to 99.
The error Im getting is your sepend cap has reached the limit of 45.00

It did this for my kids the other week when in Spain and Holland. Exactly the same issue. Even though when you make the change it says effective immediate it is not working.
