I do not think there is a problem with my phone as I can reach any local phone number. But the one starting is just not working. I need to call it urgently. What shall I do?

UK numbers don't start with 800: that's an American thing.
Do you mean 0800, or are you in the USA?

Hi Tim,
I am in UK but I need to contact customer service hotline starting with 800. If it is an international call. What can I do? I just want to make one call and do not want to subscribe to any extra monthly service.

That may well simply not work at all, because it's probably not internationally routable (or billable).
A US company with customers overseas should advertise an international number for such purposes.

If it's an American number then you need to prefix it with +1 (But as noted, some 'non-geographic' calls may not be routable)
It will be charged as an International call at £1.75 per MINUTE. (You'll need the appropriate spend cap)
Worth investigating if there are other options, such as email/chat etc.

You could try modifying it to '1-800' (one dash eight hundred, so adding the US international prefix of one)
As @63johnw and @PandJ2020 indicate, that would be billed by Sky as an international call if it connects.

Thank you all. Noted and I will give a try.
