Is there charges for using my data and my calls if I'm using my phone in Latvia

It will be automatically activated and added to your account when you make a call, send a text or use more than 10MB of data a day.
The Pass lasts for 24 hours and you will only be charged for the days you use. It's based on UK time (not from midnight to midnight) and will reset after 24 hours.
When your 24 hour pass has expired further passes will trigger when the above thresholds are reached or if you are travelling to another RPP destination within 24 hours except when travelling within the EU/EEA (including Switzerland) where one 24-hour pass can be used across multiple EU/EEA destinations. For example, if you’re travelling across country borders within the EU/EEA in a 24-hour period you’ll only be charged once.
If you run out of data when roaming in a Passport Plus destination, you can still roll your Piggybank data, just like you would do in the UK.

I don't think that's right: all the EU countries are covered by Roaming Passport Plus at £2 per day.

Just a note of caution: Latvia is a small country and there will undoubtedly be locations receiving signal from cell masts in Russia and/or Belarus as well as Latvian networks: inadvertently using data originating over a national border can get expensive very quickly.
It appears the Latvian cellular operators are Bite, LMT and Tele2, and be aware that Tele2 also operates in Russia and so is probably best avoided because it would be more difficult to know if the daily £2 rate or a charge of several pounds per megabyte applies.
