Has my new number already been used?

I bought my husband a new phone with a new number. When he tried to set up a new Facebook account, it said a Facebook account with that number already exists, and it actually logged him into it, was a woman's Facebook. He didn't type the number wrong. 

Has this number been used before by this woman?

Yeah, numbers do get recycled.

There are very few, if any, brand new numbers nowadays. Spookily when I got my number from Sky in 2018 I gave it to my contacts and my brother-in-law got in touch  as he already had the number in his contacts list belonging to a contact at the local council.
