Data Roaming not working in Mexico City

Hi! I'm using an iphone, I've tried all of the online guides from sky to fix this and I have tonnes of data I should be able to use but its connected to 'movistar' and i have zero ability to use my data. 

(Have also updated my phone/turned it on/off)

Any suggestions welcome!

No, you don't.

That is a 'Rest of World' location where your data/piggybank is not used at all.  You have to pay £2.16 per MEG of data you use.

Chances are you've either burnt your spend cap in minutes without realising it or you have it restricted.
