Charged for unanswered call while abroad

Recently went to Tunisia and my phone rang once, I didn't answer the call and just let it ring out. Now I've received my bill and I've been charged £2.10. Is there any way to get this removed?

I had mobile data turned off but I didn't mess around with any of the mobile roaming settings.

A staff member posted on here recently that unanswered calls should not be charged - but anecdotally from posts on here it seems to happen (in 'rest of world' locations).  I guess the local provider may be charging for allowing the connection and/or voicemail.

As noted, call Sky on 150.
